This is an exercise to train the first set of gears (two gears). When two gears engage and start turning against each other, we say, that the body has the ability to rotate. Before that all talk about rotation is theoretical.
The gears themselves cannot disengage. They must stay together. In taiji terms, this is called Bu Chu Ge, don't go out of the limit. It also means the body structure must be maintained.
When we want to change the distance and friction level with our opponent, we use our feet to step in and out.
