Down in taiji has two meanings, one is down in its normal sense of the word. The other is similar to the concept of sinking. It refers to having the top end fixed and the lower part free falling via gravity, much like a plumb ball in construction.
In this video, the reference to the shoulder going down, refers to the armpit area splits into two parts and they stretch open, cause the shoulder to move downwards.
