Rules and Regulations

Purpose

  1. To promote the spirit of Wushu sports, and to develop and popularise Wushu.
  2. To provide a Wushu sports platform and promote international Wushu exchange.

Competition Rules 

 
Chapter 1 General Provisions 
 
Article 1     Competition Types

Individual competitions. The principle of “safety first” shall be implemented throughout the competition, with priority given to the protection of athletes. The spirit of competition shall be respected. 
Competition categories shall be divided into male and female divisions according to sex. 
Fixed-Step Push Hands Events

  1. In the first round, both athletes place the right foot forward on the central rectangular grid, parallel to the opponent, with the left foot placed on the rear rectangular grid. After establishing hand contact and awaiting the referee’s command, the bout begins.
  2. In the second round, both athletes switch positions, placing the right foot to the rear and the left foot to the front.
  3. During the competition, both feet must remain on and within the rectangular grids, while upper-body movement is permitted.

Moving-Step Push Hands Events

  1. Both athletes establish hand contact. As above, the right foot adopts a natural stance or right bow stance, with the front sole placed on the positioning circle cross line. After establishing hand contact and awaiting the referee’s command, the round begins.
  2. Both athletes may move freely within the competition circle.

Moving-Step Push Hands Champion Among Champions Event

  1. The champion and runner-up athletes of the adult men’s moving-step push hands category shall be subdivided into the Champion Among Champions category for knock-out and round-robin competition.
  2. Lightweight Champion Among Champions: Athletes placing first and second in Weight Classes A, B and C shall compete.
  3. Middleweight Champion Among Champions: Athletes placing first and second in Weight Classes D, E and F shall compete.
  4. Heavyweight Champion Among Champions: Athletes placing first and second in Weight Classes G, H and I shall compete.

 

Article 2     Competition Method

  1. Round-robin method; and Knock-Out method.
  2. Each bout adopts a two-round cumulative scoring system, with a one-minute rest between rounds.

Fixed-step push hands events: Each round shall have a net duration of 30 seconds.

Moving-step push hands events: For all women’s divisions, men’s junior and youth divisions, each round shall have a net duration of 90 seconds; for men’s adult and veteran divisions, each round shall have a net duration of 120 seconds. 

 
Article 3     Age Categories and Requirements

  1. The age eligibility for the veteran division is over 50 full years of age.
  2. The age eligibility for the adult division is 18 to 50 (including 40) full years of age.
  3. The age eligibility for the youth division is 14 to 17 (including 17) full years of age.
  4. The age eligibility for the junior division is 10 to 13 (including 13) full years of age.
  5. Athletes must hold a valid passport of the country or region they represent.
  6. Athletes must present a medical examination form signed by a qualified medical doctor, conducted within 15 days prior to the registration date, at registration.
  7. Athletes must arrange personal insurance on their own and present a personally signed liability acknowledgement declaration at registration.

Article 4     Weight Categories 

   

Note: The Organising Committee reserves the right to adjust divisions and weight categories according to the number of participants.


Article 5     Weighing-in

  1. Athletes may participate in the weigh-in only after passing the qualification review, and must present their own passport or valid identification document.
  2. The weigh-in shall be conducted under the supervision of the Head Judge, organised by the Chief Registrar, with the assistance of the Scheduler-Recorders.
  3. Athletes must report to the designated location for the weigh-in at the time specified by the Organising Committee. Athletes may weigh-in naked or with trunks on (female athletes may wear tight-fitting undergarments).
  4. The weigh-in shall commence from the lightest weight category established for the competition, and each weight category shall be completed within one hour.
  5. Based on registration form submitted by the athlete, if the athlete’s body weight is below the registered weight category, the athlete shall remain in the originally registered category; if the body weight exceeds the registered category, the athlete may choose to withdraw or pay a penalty fee (equal to the registration fee for the same competition) to re-register for the corresponding weight category.
  6. Athletes who are competing on a specific day of competition are required to weigh-in at the specific time and place prior to the start of the day’s event.

 

Article 6     Drawing Lots

  1. The drawing-lots ceremony shall be conducted by the Scheduling-Recording Group, with the participation of the Chief Referee, Head Judge, and the coaches or delegation leaders of the participating teams.
  2. The drawing of lots shall take place after the initial weigh-in, starting from the lightest weight category established for the competition. If there is only one athlete in that category, the athlete may choose to move up to the next higher weight category, subject to the consent of the coaches or delegation leaders of the teams participating in that category. If consent cannot be obtained, the athlete shall not be allowed to participate in the competition.
  3. The coaches or delegation leaders of each team shall draw lots on behalf of their athletes.

 

Article 7     Competition Attire

  1. Athletes must wear push hands competition attire approved by the Malaysia Push Hands Federation and must keep their fingernails trimmed.
  2. Athletes are encouraged to wear plain-coloured short-sleeved tops (red or blue), dark-coloured sports trousers, and soft-soled sports shoes. During competition, athletes must prepare one set of red competition attire and one set of blue competition attire (Figure 1).
  3. Athletes’ attire shall not contain any items that may cause injury or that are easily detachable, such as glasses, metal accessories, watches, or similar items.
  4. Athletes’ attire shall not restrict bodily or limb movement, nor shall it interfere with or affect the technical execution of the opponent in any manner.
  5. Athletes’ attire must properly fit their body shape. Sleeveless tops or excessively loose tops or shorts are prohibited. If an athlete’s attire does not comply with the regulations of the Malaysia Push Hands Federation, it must be replaced immediately; otherwise, the Head Judge has the authority to disqualify the athlete from the competition.
  6. Athletes must securely fasten the red or blue belt provided by the Organising Committee corresponding to their designated side.
  7. Female athletes of the Islamic faith may wear Islamic attire, provided that the following requirements are met:
  • Long-sleeved top (not tight-fitting)
  • Long trousers (not tight-fitting)
  • Headscarf
           
 
Article 8     Competition Etiquette

  1. When athletes are introduced before the start of each bout, the athletes shall perform the palm and fist salute to the audience.
  2. At the start of each round, athletes shall enter the competition area only upon the hand-signal instructions of the platform referee. Athletes shall first perform the palm and fist salute to their own coach, who shall return the salute; then perform the salute to the platform referee; and subsequently perform the salute to the Head Judge, with the judges returning the salute. After completing these procedures, athletes shall formally enter the competition circle and stand in position, and the athletes shall then salute each other.
  3. When the result of the bout is announced, the athletes shall exchange positions. After the announcement, the athletes shall first salute each other, then perform the salute to the platform referee, who shall return the salute, and finally perform the salute to the opponent’s coach, who shall return the salute.

 

Article 9     Default

  1. During the competition, should an athlete be unable to compete due to injury or illness (which must be confirmed as legitimate by the medical committee’s appointed doctor), or if the athlete’s body weight on the competition day does not conform to the registered weight category, the athlete shall be considered as default and shall not participate in subsequent bouts; results already obtained shall remain valid.
  2. During a bout, where there is a clear disparity in ability, in order to protect the safety of the athlete, the coach may indicate default; the athlete may also raise a hand or voluntarily leave the platform to indicate default.
  3. Any athlete who fails to attend the weigh-in on time, fails to report for roll-call 3 times before the bout, or leaves without authorisation after roll call and fails to enter the competition area on time shall be regarded as groundless default.
  4. If an athlete has a groundless default, all results obtained by the athlete shall be annulled.

Article 10   Other Competition Related Provisions

  1. Coaches or delegation leaders and athletes of participating teams must comply with the rules and competition etiquette, and respect and obey the judges and officials’ decision. Any behaviour showing dissatisfaction, such as making noise or verbal abuse, is strictly prohibited in the competition area. Before the result of each bout is officially announced, athletes shall not leave the competition area (except in cases of injury requiring emergency medical treatment).
  2. During a bout, a coach may only be accompanied by one assistant coach or team doctor, who shall be dressed formally and seated at the designated position.
  3. Doping in any form is strictly forbidden. Competitors are not permitted to inhale oxygen in the rest period between rounds.

Chapter 2 Permitted and Prohibited Techniques, Scoring Standards and Penalties 

 
Article 11    Permitted Techniques 
Permitted techniques shall be based on the principles of adhering, sticking, connecting and following, borrowing force to apply force, and combining hardness and softness; by applying Taiji techniques (Peng, Lü, Ji, An, Cai, Lie and Kao) to disrupt and control the opponent’s centre of gravity.
 
 

Article 12   Prohibited Techniques

  1. Using the head to butt, hooking the neck, punching, palm striking, elbow striking, knee striking, sweeping the legs, tripping, dragging, gripping, pulling clothing, or using any non-push hands techniques against the opponent, or forcing the opponent into joint locks, clinching, or applying acupoint strikes.
  2. Using throwing techniques that force the opponent’s head to land first, or intentionally stepping on, stamping on, or crushing the opponent.
  3. Attacking the head of a fallen opponent by any method.
  4. Specifically for fixed-step push hands events, touching the opponent’s lower limbs.

 

Article 13   Permitted Target Areas 

 Permitted target areas are limited to below the neck, the trunk of the body, and above the feet. 
 
Article 14 Prohibited Target Areas 
 The head, neck, and groin. 
 
Article 15 Scoring Standard

Fixed-Step Push Hands Scoring

  1. When one athlete falls to the ground (any part of the body other than the soles of both feet forms a supporting point), the standing athlete will be awarded 2 points.
  2. For each warning issued, the opponent will be awarded 2 points, and the penalised athlete receives 2 penalty points.
  3. When one athlete loses balance and the foot leaves the grid, the balanced standing athlete will be awarded 1 point.
  4. For each admonishment issued, the opponent will be awarded 1 point, and the penalised athlete receives 1 penalty point.

Moving-Step Push Hands Scoring 

3 Points

  1. When one athlete falls to the ground (any part of the body other than the soles of both feet forms a supporting point), the standing athlete will be awarded 3 points.

2 Points

  1. When one athlete receives a forcible counting, the opponent will be awarded 2 points.
  2. For each warning issued, the opponent will be awarded 2 points, and the penalised athlete receives 2 penalty points.

1 Point

  1. When one athlete steps on the boundary line or out of bounds once, the opponent will be awarded 1 point.
  2. When both athletes fall successively with an advantage, the athlete who falls later will be awarded 1 point.
  3. When one athlete is ordered to attack and fails to do so within five (5) seconds, the opponent will be awarded 1 point.
  4. For each admonishment issued, the opponent will be awarded 1 point, and the penalised athlete receives 1 penalty point.

No Score

  1. When the technique used is not clear or not effective, no points shall be awarded.
  2. In fixed-step push hands, if both athletes’ foot leaves the grid simultaneously or both athletes fall, no points shall be awarded.
  3. In moving-step push hands, if both athletes step on the line, leave the competition circle, or fall simultaneously, no points shall be awarded.
  4. If clinching exceeds 5 seconds, no points shall be awarded.
This provision applies only when an athlete successfully moves up to a higher weight category, or in the Moving-Step Push Hands Champion Among Champions event. For each weight class difference (based on the athletes’ weight at the time of draw and weigh-in), the lighter athlete shall be awarded 1 additional point.

  

 
Article 16 Fouls and Penalties 
 Technical Fouls

  1. Passive clinching for 5 seconds.
  2. Passive evasion or intentionally disengaging the hands.
  3. Calling for a timeout while in an unfavourable situation.
  4. Intentionally delaying the competition.
  5. Disrespectful towards or disobeying orders of the judges or referees during the competition.
  6. Gripping or entangling the opponent’s clothing or limbs.
  7. Failing to comply with the prescribed competition etiquette.

Personal Fouls

  1. Attacking the opponent before the command “KaiShi (Start)!” or after the command “Ting (Stop)!”.
  2. Striking of prohibited target areas.
  3. Competing using prohibited techniques.
  4. Intentionally injuring or aggravating the opponent’s injury.

Penalties

  1. For each technical foul, an admonishment shall be issued.
  2. For each personal foul, a warning shall be issued.
  3. Any athlete who deliberately injures an opponent, interferes with the referees’ duties, or disrupts the order of the event shall be disqualified, and all results shall be annulled.
  4. Any athlete who uses prohibited substances or inhales oxygen during the interval between rounds shall be disqualified, and all results shall be annulled.

Article 17   Suspension of Competition 

 A match will be stopped when:

  1. When an athlete commits a foul and is penalised.
  2. When an athlete is injured.
  3. When athletes mutually clinch or one athlete hooks the opponent’s leg with one hand for more than 5 seconds without producing a throwing technique or effective attack (the athletes shall return to the centre cross line to re-establish hand contact and restart).
  4. When an athlete fails to attack within 5 seconds after being ordered to do so.
  5. When an athlete raises a hand to request a timeout.
  6. When the Head Judge corrects a misjudgement or omission.
  7. When problems or dangerous situations arise in the competition area.
  8. When the competition is affected by objective factors such as lighting, venue conditions, or system malfunctions.
   Chapter 3 Determining Winner and Loser and Placing 
 
Article 18   Determination of Winner 
 Absolute Victory

  1. During a bout, if there is a clear disparity in ability, the platform referee may, with the approval of the Head Judge, declare the technically superior athlete the winner of the bout.
  2. When the point difference between the two athletes reaches 12 points in a bout, the athlete with the higher score shall be declared the winner.
  3. When one athlete accumulates 5 penalty points in a bout, the opponent shall be declared the winner.

Determination of Winner for Each Bout

  1. At the end of each bout, the athlete with the higher cumulative score, as shown on the judges’ scorecards, shall be declared the winner by the platform referee.
  2. If an athlete sustains an injury or illness during a bout and, as certified by the doctor and unable to continue, the opponent shall be declared the winner.
  3. During a bout, should an athlete feign injury following a foul committed by the opponent – and this injury is proven to be unfounded by the medical supervisor, the athlete who committed the foul shall be declared the winner.
  4. The athlete who is injured by the opponent through foul actions and as confirmed by the medical supervisor, unable to continue, will be declared the winner of the bout, but he will be barred from subsequent bouts in the event.
  5. If the cumulative scores are tied in a bout, the winner shall be determined in the following order:
  • The athlete with fewer warnings shall be declared the winner.
  • The athlete with fewer admonishments shall be declared the winner.
  • The athlete with the lighter body weight on that day shall be declared the winner.
Should a tie remain after following the process above, an additional round shall be held, and the athlete who scores first shall be declared the winner.

Article 19 Individual Placing

  1. In knock-out competitions, placing shall be determined directly.
  2. In round-robin competitions, the athlete with more wins shall be ranked higher. If two athletes have the same number of wins, placing shall be determined in the following order:
  • The athlete with fewer warnings shall be placed higher.
  • The athlete with fewer admonishments shall be placed higher.
  • The athlete with the lighter body weight at the time of drawing-lots shall be placed higher.
If a tie remains after following the process above, the athlete shall share the same place.


Article 20   Awarding and Prizes 

 1.For all events (except the men’s adult moving-step push hands division), the top four athletes in each weight category shall be awarded. If there are fewer than four participants, one award shall be reduced accordingly.

  • Champion (one athlete): Gold medal + certificate
  • Runner-up (one athlete): Silver medal + certificate
  • Third place (two athletes): Bronze medal + certificate
    Note: Athletes who lose in the semi-finals shall be awarded joint third place.

2.For the men’s adult moving-step push hands division, the top four athletes in each weight category shall be awarded. If there are fewer than four participants, one award shall be reduced accordingly.

  • Champion (one athlete): Gold medal + certificate + prize money of MYR 1,000
  • Runner-up (one athlete): Silver medal + certificate + prize money of MYR 500
  • Third place (two athletes): Bronze medal + certificate
    Note: Athletes who lose in the semi-finals shall be awarded joint third place.

3.In the men’s adult moving-step push hands Champion Among Champions division, one champion shall be awarded in each of the lightweight, middleweight, and heavyweight categories.

Champion (one athlete): Trophy + certificate + prize money of MYR 3,000

 

 

Chapter 4 Competition Area 

 
Article 21   Competition Area 
 1.Fixed-Step Push Hands 
 The competition area shall be a platform measuring 1.8 metres in length and 0.8 metres in width, with red and blue standing mats laid on the platform surface. 
 2.Moving-Step Push Hands and Moving-Step Push Hands Champion Among Champions 
 The competition area shall be a platform measuring 10 metres in length and 10 metres in width, with mats laid on the platform surface, and a cross-shaped reference point marked at the centre of the mat. 
 Using the reference point as the centre, a circle with a diameter of 4 metres shall be drawn as the competition area for the junior division. 
 Using the same reference point as the centre, a circle with a diameter of 6 metres shall be drawn as the competition area for the youth, adult, and veterans’ divisions. The boundary line shall have a width of 5 centimetres, which shall not be included in the above-mentioned measurements.

  The interpretation of these regulations shall be the responsibility of the Organising Committee.

  

 
Registration Fees and Method 
 1.Fees for International Athletes 
All divisions: One event only: MYR 120 (RMB 200); Two events: MYR 180 (RMB 300). 
 2.Fees for Local Athletes 
Junior and Youths’ Divisions: One event only: MYR 60; Two events: MYR 90. 
Adult and Veterans’ Divisions: One event only: MYR 120; Two events: MYR 180. 
 
3.Registration Method 
Athletes are to register via the registration portal below, and submit proof of payment to the provided channel below. 4.Deadline for Registration and Payment: 17 April 2026 
 5.Payment and Remittance Method 
 All registration fees shall be remitted to the designated bank account stated below. Participants are responsible for ensuring that all bank charges, including international transfer fees, are fully borne by the sender. 
 
 Alipay (For International Athletes): 
 International participants may, as an alternative to bank transfer, remit the registration fees through Alipay by scanning the official payment QR code provided by the Organizing Committee. 
  
All payments must include the athlete’s full name and competition category in the payment reference. Failure to provide complete information may result in delays in processing or in the rejection of the registration.
 6.Changes to Registration Information 
For all registrations, if changes are required due to special circumstances, a written application must be submitted before 17 April 2026, together with the corresponding processing fee. The processing fee for each change (including name, sex, age division, weight class etc.) is MYR 60. The time of submission shall be based on the email submission of the “Application for Change” and the “Proof of the Registration Fee Remittance”.
 
 7.Withdrawal of Registration 
For athletes who are unable to participate in the competition due to valid reasons before 17 April 2026, the Organising Committee may refund the registration fee upon receipt of a written application. After this date, no refunds shall be made for withdrawals for any reason.
